In order to promote sustained and healthy development of the wind power industry, and properly carrying out tasks for the development and utilization of wind power, the wind power development investment warning results for provinces (autonomous regions, direct-controlled municipalities) are hereby published, and notice on 2017 tasks for wind power grid connection and consumption is hereby given as follows:

First, the 2017 wind power investment monitoring and early warning results:Inner Mongolia, Heilongjiang, Jilin, Ningxia, Gansu, Xinjiang (including XPCC) and other provinces (regions) are listed as red warning area for wind power development and construction。Other provinces are green areas。

Second, red warning provinces (regions) may not approve the construction of new wind power projects, and are to take effective measures in striving to solve the problem of wind curtailment。Grid enterprises shall not accept new grid connection requests for wind power projects in provinces (regions) with a red warning (including for projects under construction, approved or included into planning); local agencies shall halt issuing new power generation business licenses to new wind power projects in red warning provinces (regions)。

Simultaneously, the construction of Zhundong, and Turpan Baili wind projects in Xinjiang and the second batch of wind power projects for Jiuquan stage 2 is temporarily suspended; long-distance transmission cables in operation or under construction shall focus on the consumption of electricity from the existing stock of wind power projects。

Third, areas with a green monitoring result should construct wind power projects at a correct pace, and on the basis of practical consumption markets and other construction conditions, individually determine the annual scale of construction and list of projects, whilst comprehensively considering the balance between construction and utilization, in order to prevent new curtailment issues from arising。

In order to effectively increase the clean energy supply to the Beijing-Tianjin-Tangshan region, the Energy Administration of Hebei Province should accelerate the construction of projects in Chengde wind power base phase 2, ensuring that all projects are connected to the grid and operational by the end of 2017, and in accordance with construction schedule of the Zhangjiakou Renewable Energy Demonstration Zone plan, orderly advance construction work on projects in Zhangjiakou wind power base phase 3。Zhangjiakou and Chengde should no longer construct dispersed wind power projects。The Energy Administration of Shanxi province should, in accordance with the timing of transmission line construction and power dispatching schedules, power consumption capacity and peak load conditions of the receiving market, determine a reasonable annual scale of project construction in the North Shanxi wind power base, and orderly promote project construction。North Shanxi should no longer construct dispersed wind power projects。

Yunnan and Zhejiang province should continue to advance the 2016 development and construction program, with no new additions to the planned scale of construction。

Fourth, earnestly implement the system for guaranteed full purchase of renewable electricity, clarify the minimum guaranteed number of full-load hours for the province (region). Local agencies shall, in conjunction with provincial energy authorities strictly adhere to requirements from the "Measures for the guaranteed full purchase of renewable electric power" and the "Circular on administrative tasks for the guaranteed full purchase of electricity from wind and PV power generation", and whilst considering actual local conditions, formulate regulations for the implementation of the system for guaranteed full purchase, and implement and report back to the National Energy Administration before the end of April。Local agencies shall, in conjunction with the provincial energy departments and economic operations authorities, strengthen supervision and assessment on the full purchase of, and the compensation for, renewable electricity。

The relevant units are asked, in accordance with the requirements in this circular, to closely cooperate, and actively take effective measures, to promote achieving practical results in the grid connection and market consumption of wind power in 2017, and promote the sustained and healthy development of the wind power industry。
