Notice on adjustments to feed-in tariffs for onshore wind and PV power

Development and Reform Commissions and Pricing Bureaus of provinces, autonomous regions and municipalities, State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Company:
In order to fulfill the requirements of the "Strategic energy action plan (2014-2020)" of the General Office of the State Council, to achieve grid parity for wind and PV power by 2020, to rationally guide renewable energy investment and promote the healthy and orderly development of PV and wind power industry, and in accordance with the "Renewable Energy Law", it has been decided to adjust the benchmark feed-in tariff for renewable power。After due research, notice is hereby given of the following:

1. Reduction in the benchmark feed-in tariff for PV and onshore wind power
In accordance with current technological progress and cost reduction in the renewable energy industry, the benchmark feed-in tariff for newly built PV is reduced, starting January 1, 2017, and for newly approved construction of onshore wind power, starting January 1, 2018. Specific prices are provided in Annexes 1 and 2。In case of significant changes to the costs of new onshore wind power projects prior to 2018, the national government may adjust the above-mentioned benchmark price, in line with such changes。Previously published benchmark feed-in tariffs for the years mentioned above are no longer valid。The part of the feed-in tariff for PV and onshore wind power equal to the locally applicable tariff for coal-fired power (including desulfurization, denitrification, dust removal), is settled with the local provincial power grid company;the part exceeding this is subsidized by the National Renewable Energy Development Fund。

2. A clear benchmark feed-in tariff for offshore wind power
For offshore wind projects that were not included in a tendering process, two feed-in tariffs have been decided, for offshore and inter-tidal wind power。The benchmark feed-in tariff for offshore wind power projects will be 0.85 RMB/kWh; the benchmark feed-in tariff for inter-tidal wind power projects will be 0.75 RMB/kWh。The part of the feed-in tariff for offshore and inter-tidal wind power equal to the locally applicable tariff for coal-fired power (including desulfurization, denitrification, dust removal), is settled with the local provincial power grid company;the part exceeding this is subsidized by the National Renewable Energy Development Fund。

3. It is encouraged to determine electricity prices for renewable energy projects through tenders and other market-based mechanisms
The State encourages localities to determine the ownership and feed-in tariffs for renewable energy projects such as PV, onshore and offshore wind power generation through tenders and other competitive market mechanisms. The price determined through such mechanisms, however, shall not exceed the benchmark feed-in tariff decided by the State, corresponding with the resource class of the area。The part of the feed-in tariff, as determined in tenders and other competitive market mechanisms, equal to the locally applicable tariff for coal-fired power (including desulfurization, denitrification, dust removal), is settled with the local provincial power grid company;the part exceeding this is subsidized by the National Renewable Energy Development Fund。

4. Other relevant provisions
The renewable power generation enterprises and power grid enterprises must truthfully and completely record and preserve information on the amount, price, and subsidy amount etc., of the power fed in to the grid by the renewable power project, and accept supervision and inspection by the relevant departments。Pricing departments at all levels should strengthen supervision of the implementation of renewable feed-in tariffs and the settlement of renewable energy development fund subsidies, and urge implementation of relevant policies on grid tariffs up to the required standard。

The above-mentioned regulations are effective starting January 1, 2017。

The 2017 benchmark feed-in tariff is applicable to PV power generation projects which were registered and included in the annual subsidy policy quota prior to 2017, but have not started operating prior to June 30th, 2017。4. From now on, the benchmark feed-in tariffs for PV are tentatively adjusted once every year。
