　　根据《关于印发<电力需求侧管理办法>的通知》（发改运行[2010]2643号）和《关于印发<电网企业实施电力需求侧管理目标责任考核方案（试行）>的通知》（发改运行[2011]2407号）要求，我委会同有关部门对国家电网公司、南方电网公司2015年度电力需求侧管理目标责任完成情况进行了评价考核，现将考核结果公告如下：
2015年，国家电网公司、南方电网公司等以深化电力体制改革为契机，继续推进电力需求侧管理，引导用户节约电力电量，创新平台应用，探索需求响应，大力实施电能替代，有力保障电力供需平衡和促进资源优化配置。根据各地对省级电网企业的考核结果，以及交叉检查、专家组抽查的情况，2015年国家电网公司、南方电网公司均完成电力需求侧管理目标任务，共节约电量142.7亿千瓦时，节约电力327.3万千瓦。全国31个省（区、市）电网企业2015年度目标任务完成情况见附件。我委对社会节电比重较高和措施得力的河北、上海、江苏、湖北、广东、贵州，以及首次参加考核的西藏等省（区、市）予以通报表扬。
下一步，各地经济运行主管部门和电网企业应按照电力体制改革的精神和方向，结合电力运行面临的新形势和新特点，研究实施电力需求侧管理目标责任新内涵，加强机制创新，促进全社会实现安全用电、绿色用电、智能用电。要加强电力需求侧管理平台的建设和应用，积极推进需求响应，进一步提高市场主体参与电力需求侧管理工作的积极性。
