Circular on the construction of solar thermal power generation demonstration projects
To Development and Reform Commissions (Energy Administrations) of Qinghai Province, Gansu Province, Hebei Province, Inner Mongolia Autonomous Region, and Xinjiang Autonomous Region, Energy Authorities of North China and Northwest China, Energy Regulatory Offices of Gansu and Xinjiang, the State Grid Corporation, Hydropower Planning and Design Institute, Electric Power Planning and Design Institute, and the National Renewable Energy Center:
In accordance with the "Circular of the National Energy Administration on Organization of solar thermal power demonstration projects" (NEA Dept of New energy [2015] No. 355), in order to promote the industrialization of solar thermal power generation technology in China, after assessment by a committee of experts, a list with the first batch of solar thermal power generation demonstration projects has been determined。Notice is hereby given of relevant matters and requirements as follows:
1. Through organization of an review by experts of projects recommended by the relevant regional Development and Reform Commissions (Energy Administrations), the first batch of a total of 20 solar thermal power demonstration projects has been determined, with a total installed capacity of 1,349 MW, distributed over Qinghai Province, Gansu Province, Hebei Province, Inner Mongolia Autonomous Region and Xinjiang Autonomous Region。See the Annex for project details。
2. Development and Reform Commissions (Energy Administrations) of each province (autonomous region) is responsible for guidance and supervision of the construction of the demonstration projects。During construction of demonstration projects, there should be strict adherence to the technical specifications committed to when participating in the review (for specifications see the Annex)。The Hydropower Planning Institute is requested to organize experts to monitor and evaluate the technology roadmaps and technical specifications during the implementation of the projects。
3. The demonstration projects should complete registration by September 30, 2016, and start construction as soon as possible。The Development and Reform Commissions (Energy Administrations) of relevant provinces (autonomous regions) are requested to track project progress, and submit quarterly status reports to the National Energy Administration。For projects not registered on time and projects that have not started construction long after registration, the Development and Reform Commission (Energy Administration) of the relevant province (autonomous region) should report to the National Energy Administration, and put forward suggestions for handling the situation。
4. All demonstration projects should in principle be completed and put into production by the end of 2018。After project construction has been completed, the project developer shall promptly submit the acceptance test plan to the Development and Reform Commission (Energy Administration) of the province (autonomous region). The Development and Reform Commission (Energy Administration) of the relevant province (autonomous region) shall, in conjunction with the relevant branch organizations of the National Energy Administration, guide the project acceptance process, and promptly submit the project acceptance report to the National Energy Administration。
5. During the construction process of the demonstration projects, the project developer, construction enterprises, equipment manufacturers and other relevant parties should strengthen cooperation, jointly research, and form integrated technical capabilities, and further ensure that demonstration projects complete construction and are put into operation on time, and generate industrialization effects as soon as possible。
6. Relevant power grid companies should act in unison in planning construction of supporting power grid construction for the demonstration project, and in accordance with demonstration project's construction schedule, timely carry out construction of the supporting grid for power delivery, and further, ahead of time, analyze the operating schedule for when the demonstration project comes online, to ensure that the power generated by the demonstration project may be fully consumed。
7. In order to ensure the technological advancement and industrialization of solar thermal power generation projects, and to avoid reckless investment and low-quality, redundant construction, over the "13th FYP" period, all solar thermal power generation projects should be incorporated into the unified national administrative management for solar thermal power generation demonstration projects organized by the National Energy Administration, and only those projects incorporated in the list of demonstration projects can enjoy the national electricity price subsidies。
