Notice on the publication of the circular on resource survey results for seawater pumped storage hydropower stations

Development and Reform Commissions (Energy Administrations) of Provinces (autonomous regions and municipalities), local branches of energy regulation agencies:

Seawater pumped storage is a new type of pumped storage hydropower station, and the related research is exploratory。Recently our agency has organized a resource survey on relevant aspects for seawater pumped storage hydropower stations, to get a basic understanding of China's seawater pumped storage hydropower resources。The main results of the survey are as follows:

1. Scope of the survey

The survey covered all coastal provinces except Hong Kong, Macao and Taiwan, and mainly concentrated on the near-shore area and islands of 5 coastal provinces in the east (Liaoning, Shandong, Jiangsu, Zhejiang, Fujian) and 3 coastal provinces in the south (Guangdong, Guangxi, Hainan)。The remaining 3 coastal provinces (municipalities) (Hebei, Tianjin, Shanghai) have shores with low slopes, and do not have the basic terrain conditions required for construction of seawater pumped storage power stations。

2. Total resource volume

On the basis of requirements with regard to site topography, reservoir conditions, length-to-head ratio, head height, and regional geological and environmental impact, the survey identified a total of 238 seawater pumped storage sites (including 174 coastal sites and 64 island sites), with a total installed capacity of 42,083 MW (of which 37,446 MW in coastal, and 4,677 MW in island sites)。

3. Distribution characteristics

Regarding the geographic distribution, the three provinces of Guangdong, Zhejiang, Fujian have the most abundant seawater pumped storage resources, with 57, 71, 56 resource sites, respectively. Total resource amounts are 11,460 MW, 9,176 MW and 10,571 MW, accounting for 27.2%, 21.8%, and 25.1% of the national total of resources;The 3 provinces of Liaoning, Shandong, Hainan have 10, 17, and 19 resource sites, with total resources of 1,229 MW, 2,346 MW, and 5,620 MW, accounting for 2.9%, 5.6% and 13.4% of the national total of resources, respectively;The number of resource sites in Jiangsu and Guangxi is relatively small。(for specifics, see Annex 1)

4. Main sites

On the basis of the above listed resource survey, and considering factors such as terrain conditions, plant layout, fresh water resource conservation etc., a selection has been made of 8 representative sites with relatively good construction conditions, distributed in Zhejiang, Fujian, Guangdong, and these will be the focus in the next steps of research。(for specifics, see Annex 2)
