国网杭州供电公司大力实施电能替代，按照“以电代煤、以电代油、电从远方来”的能源消费新模式，促进节能减排，促进经济转型升级，打造城市低碳生活的“杭州样本”。
杭州供电公司以开拓售电市场为着力点，不断提高电能占终端能源消费比重。2013年，公司走访713家企业，协助开展节能改造812次，大力推广热泵、电采暖等电能替代技术，逐步淘汰能耗高、效率低的燃煤小锅炉。在“以电代油”方面，截至2013年底，该公司共管理电动汽车723辆，累计换电超54万车次，城区15分钟充换电服务圈初步形成。（记者江南）
