日前，河北省出台《河北省煤炭行业化解过剩产能实现脱困发展的实施方案》，提出用3至5年时间，全省退出煤矿123处、退出产能5103万吨。到2020年，力争全省剩余煤矿数量达到60处左右、产能控制在7000万吨左右。
《方案》明确，要严控新建项目，淘汰落后产能。自2016年起，除按国家规定补办核准手续项目和已批准整合改造设计项目外，3年内停止审批新建项目、新增产能的技术改造项目和产能核增项目。将坚决淘汰国家安全监管总局等部门明确的13类小煤矿，开采范围与自然保护区、饮用水源保护区重叠的煤矿，生产能力30万吨/年以下、发生重大及以上安全生产责任事故的煤矿，生产能力15万吨/年及以下、发生较大及以上安全生产责任事故的煤矿，以及采用国家明令禁止使用的采煤方法、工艺且无法实施技术改造的煤矿。（记者史自强）
