In accordance with requirements for the management of household photovoltaic projects laid out in the "Circular on the construction of wind and PV power generation projects in 2019" (NEA New Energy [2019] No. 49, hereafter 'the circular'), and the "Notice on the publication and submission of relevant information on household PV projects in 2019" (NEA New Energy [2019] No. 45), and on the basis of information submitted by the provincial-level energy authorities and power grid enterprises, and after review of the statistics by the National Renewable Energy Information Management Center (hereinafter referred to as the Information Center), a total of 30 provincial-level administrative areas across the country submitted information on household PV projects (Tibet did not have household PV projects covered by the 2019 subsidies, and did not submit information)。
The statistics reveal that, as of the end of June 2019, total installed capacity of household PV projects covered by 2019 national level subsidies was 2,226.9 MW, of which:1,752.8 was constructed and connected to the grid prior to the issuance of the Circular (on May 28), and 474 MW started construction after the issuance of the Circular。
This is the first nationwide collection and publication of household PV statistics, and is affected by issues such as having numerous PV projects, a long period covered by the statistics, and large collection workloads. A number of provinces did not complete the submission of information until the morning of July 17, and some areas have not yet completed the publication in accordance with the requirements for household PV project information。All provincial-level energy authorities and power grid enterprises shall continue properly publish information and provide monthly reports on household PV projects in accordance with the requirements laid out in the Notice of (NEA New Energy [2019] No. 45), and ensure their publication and timely reporting。Where information cannot be timely published and reported, there shall be notification of this。
