关于做好光伏扶贫电站验收评估工作的通知

各省、自治区、直辖市及新疆生产建设兵团发展改革委（能源局）、扶贫办：

　　为贯彻落实《中共中央 国务院关于打赢脱贫攻坚战的决定》和《中共中央 国务院关于打赢脱贫攻坚战三年行动的指导意见》，扎实有序推进光伏扶贫，保障光伏扶贫实施效果，请你们按照《光伏扶贫电站管理办法》等要求，认真组织开展本省（区、市）光伏扶贫电站的验收、评估工作。Currently notice is given of the following。

　　一、请各省级能源、扶贫主管部门高度重视，制定光伏扶贫电站验收评估工作方案，建立验收评估工作机制，以县为单元对已建成且纳入国家光伏扶贫目录的光伏扶贫电站开展验收、评估。验收、评估应包括电站建设质量、建设资金、运行维护、收益分配等内容。

　　二、请各省级能源、扶贫主管部门落实职责分工、加强协调配合。省（区、市）发改委（能源局）牵头组织集中式光伏扶贫电站的验收、评估，省（区、市）扶贫办（局）牵头组织村级电站（含户用）的验收、评估，对验收、评估过程中发现的相关问题要明确责任单位和人员，及时督促整改。

　　三、请各省级能源、扶贫主管部门于1月底前将本省（区、市）已开展的验收、评估工作情况及下步工作安排报送国家能源局和国务院扶贫办。国家能源局、国务院扶贫办将邀请纪检监察部门、审计署适时对各省（区、市）相关工作开展情况进行抽查检查。
