In order to conscientiously implement the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job of Peaking and Carbon Neutrality", promote the optimization and upgrading of the structure of the energy industry, further improve the level of cleanliness, efficiency and flexibility of coal-fired power units, and promote power generation. The clean and low-carbon transformation of the industry will help the national carbon peak and carbon neutrality goals to be achieved as scheduled. The National Development and Reform Commission and the National Energy Administration have formulated the "National Coal Power Unit Transformation and Upgrading Implementation Plan" (hereinafter referred to as the "Implementation Plan") in conjunction with relevant parties. , is hereby issued to you, please follow and implement。The relevant implementation matters are hereby notified as follows：
一、高度重视。我国力争实现2030年前碳达峰和努力争取2060年前碳中和的目标，对优化能源结构和煤炭清洁高效利用提出了更高要求。煤电机组改造升级是提高电煤利用效率、减少电煤消耗、促进清洁能源消纳的重要手段，对推动碳达峰碳中和目标如期实现具有重要意义。各地、各企业要高度重视，将煤电机组改造升级作为一项重要工作抓好抓实抓细，切实提高煤电机组运行水平。
二、扎实推进。各地政府主管部门要会同有关方面，完整、准确、全面贯彻新发展理念，按照《实施方案》要求，科学确定本地煤电机组改造升级目标和实施路径，研究制定本省（区、市）煤电机组改造升级实施方案，于11月底前报送国家发展改革委、国家能源局，经国家发展改革委、国家能源局组织第三方综合评估论证后，于年底前形成操作性实施方案。
3. Strengthening coordination。各地在推进煤电机组改造升级工作过程中，需统筹考虑煤电节能降耗改造、供热改造和灵活性改造制造，实现“三改”联动。同时，要合理安排机组改造时序，保证本地电力安全可靠供应。
Fourth, improve the policy。各地要结合本地实际，在财政、金融、价格等方面健全完善相关政策，对煤电机组改造升级工作予以支持，提高企业改造积极性，保证改造工作平稳推进。
Five, clear division of labor。各地要明确牵头部门，与相关部门明确责任分工形成合力，共同推进煤电机组改造升级工作。中央发电企业要与各地政府主管部门做好充分沟通，保证集团煤电机组改造升级工作与地方有效衔接。电网企业要合理安排煤电机组检修方案，保证各地煤电机组改造过程中电网安全平稳运行。
