Notice of the NDRC on matters related to the renewable electricity feed-in tariff policy in 2021

To the development and reform commissions of all provinces, autonomous regions and directly-controlled municipalities, the State Grid Co., Ltd., the China Southern Power Grid Co., Ltd., and the Inner Mongolia Electric Power (Group) Co., Ltd.：
In order to implement the decision and plans of the Party Central Committee and the State Council, to give full play to the role of electricity price signals, to reasonably guide investment and promote the efficient use of resources, to promote the high-quality development of new energy industries such as PV and wind power generation, in consultation with the National Energy Administration, we hereby provide notice of the following matters concerning the feed-in tariff policy for new energy such as PV and wind power generation in 2021：
1. From 2021 onwards, for newly filed utility-scale PV power plants, industrial and commercial distributed PV projects, and newly approved onshore wind power projects (hereinafter referred to as "new projects"), the central government shall no longer subsidize, and implement grid-parity pricing。
2. Feed-in tariffs for new projects in 2021 will receive the local benchmark feed-in tariff for coal-fired power；New projects can voluntarily participate in market-based trading to determine electricity prices, to better reflect the value of the green electricity from PV and wind power generation。
3. From 2021 onwards, the feed-in tariff for newly approved (filed) offshore wind power projects and solar thermal power generation projects will be set by the local provincial pricing authorities. For projects that are qualified, such feed-in tariffs may be determined through competitive allocation, and where the feed-in tariff exceeds the local benchmark feed-in tariff for coal-fired power generation, the part of the price within the local benchmark is paid by the grid company。
4. Local governments are encouraged to introduce targeted support policies, to support the sustainable and healthy development of new energy industries such as photovoltaic power generation, onshore wind power, offshore wind power, and solar thermal power generation。
This notice will become effective on August 1, 2021。
