关于做好京津唐电网淘汰关停煤电机组发电计划补偿工作的通知

北京市发展改革委、城市管理委，天津市发展改革委、工业和信息化局，河北省发展改革委，华北电网有限公司：
根据《中共中央 国务院关于进一步深化电力体制改革的若干意见》（中发〔2015〕9号）精神，按照《关于推进供给侧结构性改革 防范化解煤电产能过剩风险的意见》（发改能源〔2017〕1404号）等有关文件要求，经与北京市、天津市、河北省政府主管部门协商一致，现就做好京津唐电网淘汰关停煤电机组发电计划补偿工作有关事项通知如下。
一、京津唐电网所属本地机组及点对网送电煤电机组，在《关于推进供给侧结构性改革 防范化解煤电产能过剩风险的意见》（发改能源〔2017〕1404号）印发后，由相关省（区、市）政府主管部门纳入关停计划，按期实施关停或认定为应急备用电源，且不参与等容量替代的，可享受发电计划补偿。
二、符合条件的淘汰关停和应急备用煤电机组可享受5年的发电计划补偿，年度补偿小时数参考2016—2018年京津唐电网统调煤电机组基数计划平均小时数确定为3750小时。
三、在年度电力电量平衡方案制定时，北京市、天津市、河北省政府主管部门分别明确本地区应安排发电计划补偿的淘汰关停和应急备用煤电机组清单，华北电网有限公司在提出京津唐电网年度电力电量平衡方案时进行测算和落实，最后由北京市、天津市、河北省政府主管部门共同研究确认方案。
四、北京市、天津市、河北省政府主管部门要完善机制，加强组织，积极推进淘汰关停和应急备用煤电机组的补偿计划参与发电权交易，保障交易顺利完成。要以电力安全稳定运行为前提，促进淘汰关停和应急备用煤电机组与清洁能源发电机组、高效环保火电机组进行发电权交易，通过市场化方式优化资源配置。
