有关省、自治区、直辖市财政厅：
根据《财政部 国家发展改革委 国家能源局关于印发<可再生能源电价附加补助资金管理暂行办法>的通知》（财建〔2012〕102号，以下简称《管理办法》），现预拨你省（区、市）2012年可再生能源电价附加补助资金，具体金额见附件2（政府收支分类科目：2116001 风力发电补助，2116002 太阳能发电补助，2116003 生物质能发电补助）。
请收到预算指标后于3个工作日内将上述资金及时拨付给省级电网企业、地方独立电网企业，并会同价格、能源主管部门加强资金监管，要求省级电网企业、地方独立电网企业将资金专项用于收购2012年1月1日以来本级电网覆盖范围内列入财政部、国家发展改革委、国家能源局《关于公布可再生能源电价附加资金补助目录（第一批）的通知》（财建〔2012〕344号）、《关于公布可再生能源电价附加资金补助目录（第二批）的通知》（财建〔2012〕808号）、《关于公布可再生能源电价附加资金补助目录（第三批）的通知》（财建〔2012〕1067号）内的可再生能源发电上网电量等相关支出。年度终了后，请你们会同价格、能源主管部门，按照《管理办法》要求，向我部、国家发展改革委、国家能源局上报可再生能源电价附加补助资金清算申请表，并提交全年电费结算单或电量结算单等相关证明材料。我们将会同国家发展改革委、国家能源局对上报材料进行审核，并对补助资金进行清算。
