Notice on solar thermal power generation benchmark tariff policy

Development and Reform Commissions and Pricing bureaus of provinces, autonomous regions and province-level municipalities:
In order to promote the healthy and orderly development of the solar thermal power generation industry, in accordance with the relevant provisions of the "Renewable Energy Law", the solar thermal power generation benchmark pricing policy is now stipulated as follows:
1. Approved a unified national solar thermal power (with more than 4 hours heat storage) benchmark electricity price of 1.15 yuan/kWh (including tax)。This price is applicable only to projects included in the solar thermal demonstration organized and implemented by the National Energy Authority in 2016。
2. Solar thermal power projects put into operation before December 31, 2018 will receive above mentioned feed-in tariff。
3. The relevant local departments are encouraged to provide solar thermal power generation enterprises with tax breaks, financial subsidies, green credit, land concessions and other measures and actionsto promote the development of the solar thermal power industry。
4. The feed-in-tariff for 2019 and after will be based on development of solar thermal power industry and power generation costs. Adjustments to this pricing policy will be announced in a timely manner, with a gradual reduction of the power price for new solar thermal power projects。
The above provisions apply from the date of publication of this notice。
