【人民网记者】防范化解煤电产能过剩风险会不会导致区域性的电力供应紧缺,这方面是如何防范和考虑的?

【电力司副巡视员 郭伟】这个问题非常好,实际上去年煤电机组发电量约占全国发电量的三分之二,所以在防范化解煤电产能过剩风险的同时,必须确保电力安全供应,在这方面我们也有充分的考虑。

主要是三方面:一是防范化解煤电产能过剩风险的同时,要发布实施年度风险预警,强化预警结果的引导作用,促进地方和企业科学有序规划建设煤电项目。二是及时做好电力供需动态平衡,采取跨省区电力互济、电量短时互补等措施,合理安排电网运行方式,确保电力可靠供应和系统安全稳定运行。三是调控政策尽可能采取市场化、法治化的办法,调控手段也要分类施策,避免一刀切。比如,有的在建项目投资额较大,我们强调发挥企业自主决策权,缓建项目可自主选择停建或继续建设,但建成后暂不并网发电,作为系统应急调峰储备电源。既可以降低对企业经营、设备制造建设等上下游产业和信贷资产造成的影响,又可以在紧急情况下保障电力供应。
