The General Offices of the People's Governments of All Provinces, Autonomous Regions and Municipalities Directly Under the Central：
根据国务院印发的《“十二五”控制温室气体排放工作方案》（国发〔2011〕41号），我委会同国务院有关部门，对各省、区、市2014年度单位地区生产总值二氧化碳排放降低目标完成情况进行了考核评估，经报请国务院同意，现将考核评估结果通知如下：
北京、天津、河北、山西、内蒙古、辽宁、吉林、上海、江苏、浙江、安徽、湖北、广东、广西、重庆、四川、贵州、云南和陕西19个省份为优秀等级；黑龙江、福建、江西、山东、河南、湖南、海南、甘肃、青海和宁夏10个省份为良好等级；西藏和新疆为合格等级。
对考核评估结果为优秀等级的北京、天津、河北、山西、内蒙古、辽宁、吉林、上海、江苏、浙江、安徽、湖北、广东、广西、重庆、四川、贵州、云南和陕西19个省份予以通报表扬。
今年是“十二五”收官之年，请各省、区、市按照中央关于生态文明建设的总体部署，继续控制高耗能高排放产业发展，推动产业结构升级，同时积极开发利用非化石能源，调整优化能源消费结构，努力降低碳排放强度，确保实现“十二五”碳强度下降约束性目标，为“十三五”应对气候变化工作奠定坚实基础。
