近日，新疆克孜勒苏柯尔克孜自治州阿克陶县巴仁乡罕铁列克村无电地区通电工程顺利投运，这标志着新疆电网延伸方式可解决的无电人口已全面通电，提前一年实现电网覆盖范围内户户通电。
无电地区通电工程是事关新疆农牧民生产生活、社会稳定和长治久安的重大民生工程。到2012年底，新疆自治区还有87万无电人口。2013年，国家能源局制定了《全面解决无电人口用电问题三年行动计划（2013-2015年）》，明确2013-2015年通过电网延伸和光伏独立供电的方式，解决新疆自治区87万无电人口用电问题。其中，由国网新疆电力公司负责实施无电地区电网延伸工程，解决66.9万无电人口用电问题；其余无法通过电网延伸方式解决的无电人口，由在疆发电集团通过光伏独立供电方式解决。
2013年以来，国家安排新疆自治区无电地区电力建设工程总投资29.1亿元。从新疆“东大门”的星星峡，到中国最西部的帕米尔高原腹地，从北部边境的中蒙第一村，到南端塔克拉玛干沙漠边缘，电网延伸范围内的无电人口告别了蜡烛和柴油发电机，接通了网电，开启了边疆偏远地区农牧民电气化生活的新时代。
