1月20日，湖南新邵县依法依规关闭了境内4个小煤矿，摧毁了这些煤矿的主矿井和供电系统，全面完成小煤矿关闭退出工作任务。
去年底邵阳市关闭退出动员大会之后，该县制定《新邵县小煤矿关闭退出工作方案》，召开小煤矿关闭退出工作动员会，成立了关闭退出工作领导小组，对关闭退出工作做了周密的安排，明确了关闭退出的时间、步骤以及奖补金额、奖励经费和资金来源等有关事项。决定将雀塘镇的联群煤矿、龙溪铺镇的羊城煤矿、小水坑煤矿列为关闭退出对象，坪上镇的七四煤矿整合利人煤矿。
1月13日羊城煤矿关闭工作率先突破，完成炸毁井筒、填平井口、拆除设备等关闭工作并经县驻矿工作组验收。其他各驻矿工作组加快工作进度，对抵触情绪大的煤矿股东加强政策攻势，对个别抱不切实际想法的人员做好打击准备。截至1月20日，该县四个煤矿全部完成关闭退出工作。由于措施得当、奖补合理、工作细致、公平公正，四个煤矿无1起股东上访、无1起冲突事件发生。
