关于支持沈阳长春等城市或区域开展新能源汽车推广应用工作的通知
有关省、自治区财政厅（局）、科技厅（局、科委）、工业和信息化主管部门、发展改革委：
你们报来的新能源汽车推广应用实施方案收悉。经研究，现批复如下：
根据《财政部科技部工业和信息化部发展改革委关于继续开展新能源汽车推广应用工作的通知》（财建〔2013〕551号），经专家审核，支持沈阳、长春等12个城市或区域（具体名单见附件）开展新能源汽车推广应用工作。有关城市或区域及所在省（区、市）财政、科技、工业和信息化、发展改革等部门要按照上报的实施方案及有关文件规定，认真组织实施，扎实推进工作。
各城市或区域应创造良好的新能源汽车应用环境，加快建设符合国家标准要求的基础设施，尽快明确并落实地方性鼓励政策；不得设置或变相设置障碍限制采购外地品牌新能源汽车，如设置地方性标准、地方性车型目录等，对已经施行的应尽快整改。
各城市或区域相关主管部门于每季度末前，逐级向四部委报送本季度新能源汽车推广应用实施情况报告，详细说明推广进展、基础设施建设、体制机制创新等情况。
