NDRC: strive for comprehensive utilization rate of over 85% of crop residues by 2020
发改委25日下发《关于进一步加快推进农作物秸秆综合利用和禁烧工作的通知》，通知提出，完善秸秆收储体系，进一步推进秸秆肥料化、饲料化、燃料化、基料化和原料化利用，加快推进秸秆综合利用产业化，加大秸秆禁烧力度，力争到2020年，全国秸秆综合利用率达到85%以上。鼓励有条件的企业和社会组织组建专业化秸秆收储运机构，鼓励社会资本参与秸秆收集和利用，逐步形成商品化秸秆收储和供应能力，实现秸秆收储运的专业化和市场化。
通知指出，各地要积极扶持秸秆收储运服务组织发展，建立规范的秸秆储存场所，促进秸秆后续利用。各地应出台方便秸秆运输的政策措施，提高秸秆运输效率。通知要求，完善落实有利于秸秆利用的经济政策。（刘丽靓）
