各省（自治区、直辖市）发展改革委、能源局，国家电网公司、南方电网公司、内蒙古电力有限公司，华能、大唐、国电、华电、中电投集团公司，中节能集团公司，水电水利规划设计总院，有关企业：
为加强和规范生物质发电项目管理，促进生物质发电可持续健康发展，现将有关要求通知如下：
一、鼓励发展生物质热电联产，提高生物质资源利用效率。具备技术经济可行性条件的新建生物质发电项目，应实行热电联产；鼓励已建成运行的生物质发电项目根据热力市场和技术经济可行性条件，实行热电联产改造。
二、加强规划指导，合理布局项目。国家或省级规划是生物质发电项目建设的依据。新建农林生物质发电项目应纳入规划，城镇生活垃圾焚烧发电项目应符合国家或省级城镇生活垃圾无害化处理设施建设规划。
三、农林生物质发电项目严禁掺烧化石能源。已投产和新建农林生物质发电项目严禁掺烧煤炭等化石能源。加强对农林生物质发电项目运行的监督，依据职责分工，能源、财政、价格主管部门按照有关规定对农林生物质发电项目掺烧煤炭等违规行为进行调查和处理，收回骗取的国家可再生能源基金补贴，并依据情节轻重处以罚款、取消补贴、追究项目法人法律责任等处罚。
四、规范项目管理。农林生物质发电非供热项目由省级政府核准；农林生物质热电联产项目，城镇生活垃圾焚烧发电项目由地方政府核准。
