各省、自治区、直辖市发展改革委、物价局、电力公司，国家电网公司、南方电网公司：
为缓解电力企业经营困难，保障电力供应，经研究，决定适当提高全国各地电网销售电价标准。现将有关问题通知如下：
一、自2008年7月1日（抄见电量）起，将全国除西藏自治区之外的省级电网销售电价平均每千瓦时提高0.025元。
二、为减少电价调整影响，居民生活用电价格、农业生产和化肥生产用电价格暂不调整；四川、陕西、甘肃三省受地震灾害影响严重的县（市）电价也不作调整。
三、各省、自治区、直辖市电网销售电价水平及有关发电企业上网电价提高标准，另行公布。
四、电网企业和发电企业要严格执行国家电价政策，不得随意提高或者降低国家规定的电价水平。同时，要加强生产调度，保证正常生产经营，确保电力供应。
五、各级价格主管部门应加强对电价执行情况的监督检查，打击各种扰乱市场秩序的行为，确保国家电价政策贯彻落实，对违反国家电价政策的行为，将依法予以查处。
