2016年，西北五省（区）新增风电并网容量681.3万千瓦，截至2016年年底，累计并网容量4329万千瓦，占全网总装机的19.6%。2016年，风电发电量524.64亿千瓦时，占全网总发电量的8.4%；利用小时数1424小时，弃风电量262.25亿千瓦时，弃风率33.34%。西北五省（区）中，甘肃、新疆、宁夏风电运行形势最为严峻，弃风率依次为43.11%、38.37%和13.05%。此外，陕西弃风率为6.61%，青海未发生弃风限电现象。

2016年，西北五省（区）新增光伏发电并网容量1011万千瓦，截至2016年年底，累计并网容量3037万千瓦，占全网总装机的13.8%。2016年，光伏发电量287.17亿千瓦时，占全网总发电量的4.57%；利用小时数1151小时，弃光电量70.42亿千瓦时，弃光率19.81%。西北五省（区）中，新疆、甘肃光伏发电运行较为困难，弃光率为32.23%和30.45%。此外，宁夏弃光率7.15%，青海弃光率8.33%，陕西首次发生弃光限电情况，弃光率为6.89%。

从市场供需角度来看，西北区域新能源装机增长过快，社会用电需求增长放缓，2016年宁夏自治区全社会用电最大负荷为1152万千瓦，新能源装机1337.5万千瓦；甘肃省全社会用电最大负荷为1339.1万千瓦，新能源装机1957.4万千瓦；新疆自治区全社会用电最大负荷为2603万千瓦，新能源装机2477.4万千瓦，其中新疆自治区新能源全部接入国网新疆公司所属电网，但其用电负荷在全自治区所占比例不到50%。

从并网运行角度来看，新能源发电受限原因主要包括：新能源分布较为集中，电网调峰能力不足；外送通道建设与电源建设不匹配，电网送出能力有限；电网存在薄弱环节，部分区域受网架约束影响消纳等三个方面。
