发改办运行〔2017〕820号

湖北省发展改革委：
报来《关于报送金澳科技（湖北）化工有限公司申请使用进口原油资质初审意见的请示》（鄂发改能源〔2016〕461号）收悉。经研究，现函复如下。
一、经中国石油和化学工业联合会核查评估，金澳科技（湖北）化工有限公司（以下简称金澳科技）现有1套符合条件的炼油装置，原油一次加工能力为500万吨/年，可使用进口原油230万吨/年。
二、金澳科技应按照我委发改运行〔2015〕253号文件要求，淘汰自有180万吨/年、50万吨/年炼油装置各1套。
三、使用进口原油后，金澳科技应按照现行规定报送原油进口、加工使用及主要产品情况，严格执行流向管理，并相应承担成品油市场保供责任。
四、金澳科技须严格执行炼油产业政策和国务院发布的《政府核准的投资项目目录（2016年本）》有关要求，未经审批不得新建、扩建炼油装置；严格执行国家质量、环保、安全及能耗等标准和规定。
五、具体进口事宜由金澳科技按照相关规定向商务主管部门申请办理。
请加强监督检查，督促企业切实执行相关政策规定，兑现落后产能淘汰及产品质量升级等承诺。未兑现承诺的，将按照有关规定处理。
特此函复。
