关于完善承装（修、试）电力设施许可管理“黑名单”退出机制等有关工作事项的通知

各派出能源监管机构：

为进一步规范促进以信用为核心的承装（修、试）电力设施许可监管工作的开展，根据《国务院关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的指导意见》（国发〔2016〕33号，以下简称“国发33号文”）等文件精神及要求，现就完善承装（修、试）电力设施许可管理“黑名单”（以下简称“黑名单”）退出机制等有关工作事项通知如下：

一、根据国发33号文关于“建立健全信用修复机制”有关指导意见，已列入“黑名单”的承装（修、试）电力设施企业在规定期限内按要求完成整改，积极消除不良社会影响，并已接受相应行政处罚措施的，可向相关派出能源监管机构提出退出“黑名单”的书面申请；派出能源监管机构对其落实整改工作要求等信用修复情况予以核实认定，并报国家能源局确认后移出“黑名单”，相关违法信息录入其许可信用档案并予以保存。

二、以上述方式退出“黑名单”的承装（修、试）电力设施企业，由国家能源局通过信用管理平台发布等方式向社会公示。

三、随着能源行业信用体系管理法规制度的不断完善，违规承装（修、试）电力设施企业列入“黑名单”的认定事由、报送程序、异议诉求、惩戒手段等方面的具体规定依据国家发展改革委及国家能源局制定发布的相关文件执行。
