各省、自治区、直辖市发展改革委（物价局），国家电网有限公司、南方电网公司、内蒙古电力（集团）有限责任公司：
为贯彻落实《政府工作报告》关于一般工商业平均电价再降低10%的要求，现就电网企业增值税税率调整相应降低一般工商业电价有关事项通知如下。
一、电网企业增值税税率由16%调整为13%后，省级电网企业含税输配电价水平降低的空间全部用于降低一般工商业电价，原则上自2019年4月1日起执行。
二、各省（区、市）价格主管部门要抓紧研究提出电网企业增值税税率调整相应降低一般工商业电价的具体方案，经省级人民政府同意后实施，并报我委（价格司）备案。同时，相应降低各省（区、市）一般工商业输配电价水平。
三、各省（区、市）价格主管部门、电网企业要精心组织、周密安排，做好宣传解释工作，确保上述降电价政策平稳实施。执行中遇到的情况和问题，请及时报送我委（价格司）。
