各省、自治区、直辖市人民政府办公厅：
为贯彻落实党中央、国务院关于强化能源消费总量和强度双控的决策部署，加强能耗双控形势分析预警，我们研究提出了《各地区2021年一季度能耗双控目标完成情况晴雨表》，现印发给你们。
预警等级为一级和二级的地区，要坚决贯彻落实党中央、国务院决策部署，对一季度严峻的节能形势保持高度警醒，深入分析、深刻反思出现问题的原因，切实采取有力措施，迅速扭转工作被动局面，确保完成今年能耗双控目标特别是能耗强度降低目标任务。
