各省、自治区、直辖市发展改革委、物价局、电力公司，国家电网公司、南方电网公司，华能、大唐、华电、国电、中电投集团公司：
为支持可再生能源发展，鼓励燃煤发电企业进行脱硝、除尘改造，促进环境保护，决定适当调整可再生能源电价附加和燃煤发电企业脱硝等环保电价标准，现将有关事项通知如下：
一、将向除居民生活和农业生产以外的其他用电征收的可再生能源电价附加标准由每千瓦时0.8分钱提高至1.5分钱。
二、将燃煤发电企业脱硝电价补偿标准由每千瓦时0.8分钱提高至1分钱。
三、对采用新技术进行除尘设施改造、烟尘排放浓度低于30mg/m3（重点地区低于20mg/m3），并经环保部门验收合格的燃煤发电企业除尘成本予以适当支持，电价补偿标准为每千瓦时0.2分钱。
四、以上价格调整自2013年9月25日起执行。
五、在保持现有销售电价总水平不变的情况下，主要利用电煤价格下降腾出的电价空间解决上述电价调整资金来源。各省（区、市）具体电价调整方案，由省级价格主管部门研究拟订，于2013年9月10日前上报我委审批。
