取消发电机组并网安全性评价有关事项
各派出机构，国家电网公司、南方电网公司，华能、大唐、华电、国电、中电投集团公司，有关电力企业：
为贯彻落实《国务院关于取消和调整一批行政审批项目等事项的决定》（国发〔2014〕50号），现就取消发电机组（含风电场、太阳能发电项目，下同）并网安全性评价的有关事项通知如下：
一、国家能源局及其派出机构不再组织开展发电机组并网安全性评价工作。
二、发电企业要加强发电机组并网运行安全技术管理，保证并网运行发电机组满足《发电机组并网安全条件及评价》（GB/T28566）等相关标准，符合并网运行有关安全要求。
三、发电企业要按照电力建设工程质量管理相关规定和要求，加强发电机组建设过程中的质量管理，认真做好涉网设备、系统的试验和调试等工作，严把设备质量关，确保新建、改建或扩建发电机组安全稳定并网运行。
四、电力调度机构要依据相关法律法规和标准规范，加强发电机组并网运行安全调度管理，配合做好发电机组涉网设备、系统的试验和调试等工作，共同确保发电机组并网运行安全。
五、国家能源局派出机构要加强监督检查，督促发电企业及时消除发电机组涉网设备和系统存在的重大隐患。发生因发电机组涉网设备和系统原因造成事故事件的，依法依规进行调查处理。
电力企业对发电机组存在影响电网安全运行的有关问题，可向国家能源局及其派出机构反映。
六、自本通知印发之日起，《发电机组并网安全性评价管理办法》（国能安全〔2014〕62号）停止执行。
