关于有关原油加工企业申报使用进口原油问题的通知

发改运行〔2017〕791号

各省、自治区、直辖市及计划单列市发展改革委（经信委），有关行业协会、中央管理企业：
为落实国务院有关文件精神，2015年2月，我委印发《关于进口原油使用管理有关问题的通知》（发改运行〔2015〕253号），允许符合有关条件的企业，在承担相应责任的前提下使用进口原油。文件印发以来，已有22家企业通过核查评估开始使用进口原油。现就有关事项通知如下。
一、自2017年5月5日起，我委停止接收有关原油加工企业使用进口原油的申报材料。
二、对2017年5月4日前已按规定完整提交申报材料的企业，我委将按照发改运行〔2015〕253号文件规定，继续开展后续核查评估等工作。
三、获准用油企业须切实兑现承诺，严格执行产业政策，未经批准一律不得再新建、改扩建炼油装置；按有关要求保持最低原油库存量，按规定报送原油进口、加工使用及主要产品等情况。
四、各地主管部门要采取可核查、可追究责任的措施，切实杜绝违规产能边淘汰、边建设，对存在违规建设行为的，应依法予以处罚。
五、我委将持续加强已获准用油企业的运行监管，建立油气行业失信企业黑名单，健全油气行业信用体系，充分发挥信用的监督、规范等作用，并会同有关部门从工艺水平、产品质量、能源消耗、安全生产、环境保护、税收缴纳等方面进行动态监管，对严重失信及违法违规行为，实施包括调整用油数量、暂停或取消用油资质等在内的联合惩戒。
