关于做好“十一”国庆节期间电力安全生产工作的通知

各派出能源监管机构，国家电网公司、南方电网公司，华能、大唐、华电、国电、国电投集团，中电建、中能建集团，三峡集团，神华集团，各有关单位：

2016年国庆节将至，为做好节日期间安全生产工作，确保节日期间电力系统安全稳定运行和电力可靠供应，现就有关要求通知如下：

一、各单位要加强领导，落实责任，结合本地区、本单位节日期间电力安全生产特点，扎实推进安全生产各项工作，采取有效措施，杜绝大范围停电等造成重大社会影响的事件发生，为和谐的节日氛围提供电力保障。

二、各单位要加强电力安全生产监督管理工作，有针对性地开展隐患排查治理，严防各类电力事故。电网企业要加强电力调度和供用电管理，合理安排运行方式，强化重要输变电设备的运行监测，确保节日期间电网安全稳定运行，确保人民生活用电需要和电力重要用户供电安全。发电企业要严格执行调度命令，认真做好燃料供应储备和设备维护检修，确保发电机组正常运行。

三、进一步强化应急管理，加强值班值守工作，加强联系沟通，建立健全信息互通机制，确保信息畅通。一旦发生电力突发事件或紧急情况，要按照规定快速响应，及时处置，减少损失和人民群众生产生活的影响，确保社会稳定。

四、各派出能源监管机构要结合下半年电力安全监管工作安排，进一步加大电力安全生产监管，加大指导协调和监督检查工作力度，督促企业积极落实各项安全措施，保证节日期间电力系统安全稳定运行和电力可靠供应。
