为指导和规范煤炭生产，推动技术进步和产业结构优化升级，淘汰落后生产力，保障安全生产，提高资源利用率，加强矿区环境保护，促进煤炭工业科学发展，根据中央财经领导小组第六次会议精神和《国务院办公厅关于进一步加强煤矿安全生产工作的意见》（国办发[2013]99号）等要求，国家发展改革委、国家安全监管总局、国家能源局、国家煤矿安监局制定了《煤炭生产技术与装备政策导向（2014年版）》，现予发布，自2015年1月1日起实施。
