各省(自治区、直辖市)和新疆生产建设兵团能源局,有关省(直辖市)发展改革委,国家电网有限公司、南方电网公司、内蒙古电力公司,各有关单位:

为促进可再生能源开发利用,科学评估各地区可再生能源发展状况,确保实现国家2020年、2030年非化石能源占一次能源消费比重分别达到15%和20%的战略目标,根据《关于建立可再生能源开发利用目标引导制度的指导意见》(国能新能〔2016〕54号)、《关于做好风电、光伏发电全额保障性收购管理工作的通知》(发改能源〔2016〕1150号),我局委托国家发展改革委能源研究所汇总有关可再生能源电力建设和运行监测数据,形成了《2019年度全国可再生能源电力发展监测评价报告》(以下简称监测评价报告)。

现将监测评价报告予以通报,请各地区和有关单位高度重视可再生能源电力发展和全额保障性收购工作,采取有效措施推动提高可再生能源利用水平,为完成全国非化石能源消费比重目标作出积极贡献。

1. National renewable power development - overall situation

截至2019年底,全国可再生能源发电装机容量7.94亿千瓦,占全部电力装机的39.5%,其中水电装机(含抽水蓄能)3.56亿千瓦,风电装机2.1亿千瓦,光伏发电装机2.04亿千瓦,生物质发电装机2254万千瓦。2019年全国可再生能源发电量2.04万亿千瓦时,占全部发电量的27.9%,其中水电发电量1.3万亿千瓦时,占全部发电量的17.8%,风电发电量4057亿千瓦时,占全部发电量的5.5%,光伏发电量2243亿千瓦时,占全部发电量的3.1%,生物质发电量1111亿千瓦时,占全部发电量的1.5%。

 

2. Provincial (autonomous regions, municipalities) renewable electricity consumption

2019年,包含水电在内的全部可再生能源电力实际消纳量为19938亿千瓦时,占全社会用电量比重为27.5%,同比提高1个百分点。2019年各省(区、市)可再生能源电力消纳情况如表1。

从可再生能源电力消纳量占全社会用电量比重来看,全国8省(区)占比超过40%,其中西藏、云南、青海和四川占比超过80%。从占比增长来看,21省(区、市)同比增长,其中甘肃和福建同比增长5个百分点以上;10省(区、市)同比下降,其中湖北、新疆和广西分别同比下降5.5、4.9和2.9个百分点。

3. Provincial (autonomous regions, municipalities) non-hydro renewable electricity consumption status

2019年,全国非水电可再生能源电力消纳量为7388亿千瓦时,占全社会用电量比重为10.2%,同比提高1个百分点。2019年各省(区、市)非水电可再生能源电力消纳情况如表2。

从非水电可再生能源电力消纳量占全社会用电量比重来看,全国9省(区)占比超过15%,其中宁夏、西藏、黑龙江、青海和吉林超过18%;从占比增长来看,27省(区、市)实现同比增长,其中西藏、黑龙江、河南和甘肃,同比增长超过3个百分点;新疆、湖南、宁夏和内蒙古4省(区)同比下降。

4. Implementation of the guaranteed purchase of wind and PV electricity generation

2016年,国家发展改革委、国家能源局依照《可再生能源法》要求,核定了重点地区风电和光伏发电最低保障收购年利用小时数,提出全额保障性收购相关要求。

2019年,在规定风电最低保障收购年利用小时数的地区中,甘肃III类资源区和宁夏III类资源区未达到风电最低保障收购年利用小时数要求,实际利用小时数比最低保障收购年利用小时数分别低140小时和39小时。

2019年,在规定光伏发电最低保障收购年利用小时数的地区中,新疆、甘肃、宁夏和陕西4省(区)未达到光伏发电最低保障收购年利用小时数要求,其中,新疆I类和II类资源区实际利用小时数比最低保障收购年利用小时数地区分别低27小时和196小时,甘肃I类和II类资源区分别低59小时和221小时,宁夏I类资源区低136小时,陕西II类资源区低6小时。

5. Achievement of clean energy consumption targets

根据2018年国家发展改革委、国家能源局印发的《清洁能源消纳行动计划(2018-2020年)》(发改能源规〔2018〕1575号),所确定的分年度风电、光伏和水电消纳目标,2019年,全国平均风电利用率96%,超过2019年利用率目标6个百分点,重点省区全部达到了2019年消纳目标;全国平均光伏发电利用率为98%,超过2019年利用率目标3个百分点,重点省区全部达到了2019年消纳目标;全国主要流域水能利用率96%,超过2019年利用率目标1个百分点,重点省区全部达到了2019年消纳目标。

6. Transmission of renewable energy on UHV lines

2019年,20条特高压线路年输送电量4485亿千瓦时,其中可再生能源电量2352亿千瓦时,同比提高12.8%,可再生能源电量占全部输送电量的52.4%。国家电网有限公司运营的17条特高压线路输送电量3715亿千瓦时,其中可再生能源电量1581亿千瓦时,占输送电量的43%;南方电网公司运营的3条特高压线路输送电量770亿千瓦时,全部为可再生能源电量。

7. Implementation status of the national clean energy demonstration provinces (regions)

Zhejiang。2019年,全部可再生能源电力消纳量946亿千瓦时,占本省全社会用电量的比重为20.0%,同比提高1.8个百分点;非水电可再生能源电力消纳量为319亿千瓦时,占本省全社会用电量的比重为6.7%,同比上升1.0个百分点。

Sichuan。2019年,全部可再生能源电力消纳量为2139亿千瓦时,占本省全社会用电量的比重为81.1%,同比下降0.8个百分点;非水电可再生能源电力消纳量为148亿千瓦时,占本省全社会用电量的比重为5.6%,同比上升1.2个百分点。

Ningxia。2019年,全部可再生能源电力消纳量为280亿千瓦时,占本省全社会用电量的比重为25.7%,同比上升0.5个百分点;非水电可再生能源电力消纳量为231亿千瓦时,占本省全社会用电量的比重为21.3%,同比下降1个百分点。风电和光伏发电均未达到最低保障性收购年利用小时数要求,风电III类资源区低39小时,光伏发电I类资源区低136小时。

Gansu。2019年,全部可再生能源电力消纳量为696亿千瓦时,占本省全社会用电量的比重为53.9%,同比上升5.5个百分点;非水电可再生能源电力消纳量为219亿千瓦时,占本省全社会用电量的比重为16.9%,同比上升3.5个百分点。风电和光伏发电均未达到最低保障性收购年利用小时数要求,风电III类资源区低140小时,光伏发电I类和II类资源区分别低59小时和221小时。

Qinghai。2019年,全部可再生能源电力消纳量为586亿千瓦时,占本省全社会用电量的比重为81.8%,同比上升3.6个百分点;非水电可再生能源电力消纳量为142亿千瓦时,占本省全社会用电量的比重约为19.7%,同比上升1.2个百分点。

Renewable power development monitoring indicators and calculation method

1. The provincial (regional, city-level) renewable electricity consumption includes the local ​​renewable power generation, with inter-provincial imports of renewable electricity added, and inter-provincial exports of renewable electricity subtracted。

Renewable electricity consumption within the province (autonomous region, municipality) = local ​​renewable electricity generation - inter-provincial exports of renewable electricity + inter-provincial imports of renewable electricity

2. The provincial (regional, directly-controlled municipality-level) share of renewable electricity is equal to the provincial (regional, city-level) renewable electricity consumption divided by total electricity consumption in the respective locality。

3、全社会用电量、全国总发电量以及除生物质发电外其它可再生能源发电量采用中国电力企业联合会发布的年度全国电力工业统计快报数据,生物质发电采用国家电网有限公司、南方电网公司及内蒙古电力公司提供的数据。

4、跨区跨省交易的可再生能源电量,采用国家电网有限公司、南方电网公司及内蒙古电力公司提供的数据。

5、可再生能源发电企业与省级电网企业签署明确的跨区跨省购售电协议的,可再生能源发电企业所发电量根据协议实际执行情况计入对应的购电省份;其他情况按以下原则处理:

(1)独立“点对网”跨区输入

非水电可再生能源电力项目直接并入区域外受端电网,全部计入受端电网区域的非水电可再生能源电力消纳量,采用并网计量点的电量数据。

(2)混合“点对网”跨区输入

采取与火电或水电等打捆以一组电源向区外输电的,受端电网接受到的非水电可再生能源电量等于总受电量乘以外送电量中非水电可再生能源比例。

外送电量中非水电可再生能源的比例=送端并网点计量的全部非水电可再生能源上网电量/送端并网点计量的全部上网电量。

(3)“网对网”跨区输入

区域间或省间电网输送电量中的非水电可再生能源电力输送量,根据电力交易机构的结算电量确定。

5. In inter-provincial or inter-regional renewable power trading, there are two possible cases; "province to province", and "province to region"。In the case of "province to region", for example when East or Central China accepts renewable electricity input from provinces outside of the region, the import of renewable electricity into each province within the region will be calculated using the proportion of total electricity consumption of each province as a share of the regional grids total electricity consumption。That is:

6. The Jing-Jin-Ji power grid (Beijing, Tianjin, North Hebei, South Hebei grid) is a special area. For the purposes of calculating the share of non-hydro renewable electricity in total electricity consumption, non-hydro renewable electricity from centralized projects and from inter-provincial imports are shared uniformly, whilst non-hydro renewable electricity generation from distributed projects within each area is counted towards the respective area。
