Notice on 2020 grid-parity wind and PV power generation projects

To the Development and Reform Commission, Energy Administration of all provinces, autonomous regions, directly controlled municipalities, and the Xinjiang Production and Construction Corps, local branches of the National Energy Administration, the State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power (Group), Electric Power Planning and Design Institute, Hydropower and Water Conservancy Planning and Design Institute, and the relevant power generation enterprises:
On the basis of the requirements laid out in the "Notice of the NDRC and NEA on actively promoting the non-subsidized generation of wind and PV power (NDRC Energy [2019] No. 19" and the "Circular on matters relevant to the construction of wind and PV power generation projects in 2020 (NDRC New Energy [2020] No. 17", together with the information submitted by the provincial energy authorities, notice is hereby given that the capacity of wind power grid-parity projects is 11,396.7 MW, and the capacity of PV grid-parity projects is 33,050.6 MW for the year 2020。
Relevant project developers are requested to do a good job in the development and construction of grid-parity wind and PV power generation projects. Projects in the first batch of grid-parity wind and PV power generation projects of 2019, and those of 2020 must be approved and start construction before the end of 2020. Apart from issues with limited grid access, the wind power projects must be connected to the grid before the end of 2022, whilst the PV power generation projects must be connected to the grid before the end of 2021。The National Energy Administration will annually verify and publish a list of those grid-parity wind and PV power generation projects that have been connected to the grid within the prescribed time limit. Those grid-parity wind and PV power generation projects that have not been connected to the grid within the prescribed time limit, shall be removed from the first batch of grid-parity wind and PV power generation projects of 2019, or of the 2020 list。
Grid companies are requested to follow the relevant policy requirements for grid-parity projects, and earnestly implement their responsibility for construction of the grid connection, to ensure priority power dispatch and the full guaranteed purchase of power generated by the grid-parity projects, and in accordance with the local benchmark feed-in tariff for coal-fired power as set by the national government at the time of project approval, sign a long-term power purchase agreement contract (of a duration of no less than 20 years) at a fixed electricity price with the owners of the grid-parity wind and PV power generation projects。
The relevant provincial-level energy authorities and local branches of the National Energy Administration are requested to coordinate and promote the construction of relevant projects, and to strengthen the supervision and implementation of relevant support policies。
