国家能源局关于确定第一批研究咨询基地的通知
各司，各派出机构，各直属事业单位，各有关单位：
为提高国家能源决策民主化、科学化水平，国家能源局确定16家单位作为第一批研究咨询基地。现将名单公布如下：
1、国务院发展研究中心
2、中国工程院
3、中国能源研究会
4、国家信息中心
5、国家发展和改革委员会能源研究所
6、中国社会科学院法学研究所
7、中国社会科学院世界经济与政治研究所
8、中国国际工程咨询公司
9、电力规划设计总院
10、国网能源研究院
11、水电水利规划设计总院
12、中国石油经济技术研究院
13、中国石油勘探开发研究院
14、中国石化经济技术研究院
15、中国煤炭工业发展研究中心
16、中国人民大学国际能源战略研究中心
研究咨询基地的主要任务是：受国家能源局的委托，开展能源战略、规划、政策、法规、体制改革等方面的研究，提出研究报告和建议。
国家能源局将制订相关管理办法，建立动态管理机制，激励相关研究机构提高咨询质量。国家能源局需委托外部机构承担研究和咨询任务的，原则上从研究咨询基地名单中选取。
