NDRC: management of coal mining permits requires improved oversight
国家发展和改革委员会近日印发《关于转变职能改进和加强煤炭生产运行管理工作的通知》，要求各级煤炭管理部门不得以任何理由发放煤炭生产许可证，不得进行涉及煤炭生产许可的相关活动；同时加强事中事后监管，做好维护生产秩序、监测运行动态等工作，避免出现管理真空。
此次出台的《通知》强调，自《煤炭生产许可证管理办法》废止之日起，煤矿持有的煤炭生产许可证一律作废，不再作为煤矿企业从事煤炭生产和其他经济活动的法律凭证，以及行政许可的前置条件。国家发展改革委有关负责人表示，各级煤炭管理部门应切实做好取消煤炭生产许可证各项工作，不得以任何理由发放煤炭生产许可证，不得进行涉及煤炭生产许可的相关活动。记者林火灿
