各省、自治区、直辖市发展改革委、物价局，国家电网公司、南方电网公司，中国核工业集团公司、中广核集团公司、国家核电技术有限公司：
为了促进核电健康发展，合理引导核电投资，决定完善核电上网电价机制。现将有关事项通知如下：
一、对新建核电机组实行标杆上网电价政策。根据目前核电社会平均成本与电力市场供需状况，核定全国核电标杆上网电价为每千瓦时0.43元。
二、全国核电标杆上网电价高于核电机组所在地燃煤机组标杆上网电价（含脱硫、脱硝加价，下同）的地区，新建核电机组投产后执行当地燃煤机组标杆上网电价。
三、全国核电标杆上网电价低于核电机组所在地燃煤机组标杆上网电价的地区，承担核电技术引进、自主创新、重大专项设备国产化任务的首台或首批核电机组或示范工程，其上网电价可在全国核电标杆电价基础上适当提高，具体由省级价格主管部门提出方案报我委核批。
四、全国核电标杆上网电价保持相对稳定。今后将根据核电技术进步、成本变化、电力市场供需状况变化情况对核电标杆电价进行评估并适时调整。
五、上述政策适用于2013年1月1日后投产的核电机组。2013年1月1日以前投产的核电机组，电价仍按原规定执行。
