各省、自治区、直辖市及新疆生产建设兵团发展改革委、财政厅、能源局、物价局，国家电网公司、南方电网公司、地方电力企业：
5月31日，国家发展改革委、财政部、国家能源局联合印发了《关于2018年光伏发电有关事项的通知》（发改能源〔2018〕823号）。为进一步做好文件贯彻落实工作，现就实施中的有关事项说明如下。
一、今年5月31日（含）之前已备案、开工建设，且在今年6月30日（含）之前并网投运的合法合规的户用自然人分布式光伏发电项目，纳入国家认可规模管理范围，标杆上网电价和度电补贴标准保持不变。
二、已经纳入2017年及以前建设规模范围（含不限规模的省级区域）、且在今年6月30日（含）前并网投运的普通光伏电站项目，执行2017年光伏电站标杆上网电价，属竞争配置的项目，执行竞争配置时确定的上网电价。
三、请各省级能源、价格主管部门和电网公司做好政策宣介落实工作。请各派出能源监管机构加强对并网及政策执行情况的监管。
