国家发展改革委关于三代核电首批项目试行上网电价的通知

浙江省、山东省、广东省发展改革委，中国核工业集团有限公司、国家电力投资集团有限公司、中国广核集团，国家电网有限公司、南方电网公司：
2013年，我委印发《关于完善核电上网电价机制有关问题的通知》（发改价格﹝2013﹞1130号），明确对承担技术引进的首批核电机组予以支持。结合所在省支持首批三代核电项目的意愿，现将三代核电首批项目试行上网电价等有关问题通知如下。
广东台山一期核电项目试行价格按照每千瓦时0.4350元执行；浙江三门一期核电项目试行价格按照每千瓦时0.4203元执行；山东海阳一期核电项目试行价格按照每千瓦时0.4151元执行。试行价格从项目投产之日起至2021年底止。
在确保安全的基础上，相关省份要按照原则性满发原则安排上述三代核电项目发电计划。其中，设计利用小时以内的电量按照政府定价执行，以外的电量按照市场价格执行。
