各省、自治区、直辖市发展改革委，物价局：
为促进太阳能热发电产业健康有序发展，根据《可再生能源法》有关规定，现就制定太阳能热发电标杆上网电价政策有关事项通知如下：
一、核定全国统一的太阳能热发电（含4小时以上储热功能）标杆上网电价为每千瓦时1.15元（含税）。上述电价仅适用于纳入国家能源局2016年组织实施的太阳能热发电示范范围的项目。
二、2018年12月31日以前全部投运的太阳能热发电项目执行上述标杆上网电价。
三、鼓励地方相关部门对太阳能热发电企业采取税费减免、财政补贴、绿色信贷、土地优惠等措施，多措并举促进太阳能热发电产业发展。
四、2019年以后国家将根据太阳能热发电产业发展状况、发电成本降低情况，适时完善太阳能热发电价格政策，逐步降低新建太阳能热发电价格水平。
以上规定自本通知发布之日起执行。
