新华网北京１１月１６日电（记者陈炜伟）国家能源局１６日发布数据，１０月份，全社会用电量同比下降０．２％。专家分析认为，这主要是受高耗能产业用电需求下降影响，用电结构变化也进一步印证经济结构调整取得进展。

在９月份用电量同比下降后，１０月份用电量维持了这一态势。由于我国用电量中工业约占７成，用电量增速变化与工业经济运行关系密切。

“１０月份全社会用电量同比下降的原因主要是高耗能产业用电增速持续回落，带动整体社会用电量下行。”国家发展改革委新闻发言人施子海分析说，例如１０月份冶金和建材行业用电同比分别下降了８．６８％和６．９８％，合计拉低全社会用电增速０．８４个百分点。

除了用电量增速的变化，用电结构的变化不容忽视。数据显示，１０月份，第三产业用电量同比增长４．６％，第二产业用电量同比下降１．９％。

施子海说，从用电量比重来看，三产用电比重达到了１２．３３％，同比提高０．５９个百分点；二产用电比重为７３．４４％，同比回落１．２９个百分点。用电结构的变化也反映了我国结构调整正在取得积极进展。

这也是今年以来用电结构优化的延续。中电联发布的分析报告显示，前三季度，第二产业用电同比下降１％，其中黑色金属冶炼和建材行业用电增速同比分别下降７．８％和６．４％，是第二产业用电量下降的主因，四大高耗能行业用电比重同比降低０．９个百分点；第三产业用电量增长７．３％，所占比重提高０．８个百分点，反映出经济结构调整取得良好效果。

当日发布的数据还显示，今年１－１０月，全国发电设备累计平均利用小时为３２７９小时，同比减少２６８小时；全国电源新增生产能力（正式投产）８２５７万千瓦。
