新华网北京１２月２１日电（记者安蓓、赵超）国家发展改革委２１日称，我国将加快推行机动车停放差别化收费政策。鼓励各地结合实际情况，推行不同区域、不同位置、不同车型、不同时段停车服务差别收费。鼓励对新能源汽车停车服务收费给予适当优惠。
根据发展改革委、住房和城乡建设部、交通运输部三部委联合发布的《关于进一步完善机动车停放服务收费政策的指导意见》，我国将进一步完善机动车停放服务收费形成机制，社会资本全额投资新建停车设施服务收费标准由经营者依法根据市场供求和竞争状况自主制定。
根据指导意见，同一区域停车设施，区分停车设施所在位置、停车时段、车辆类型等，按照“路内高于路外、拥堵时段高于空闲时段”的原则，制定差别化服务收费标准。对交通场站等场所及周边配套停车设施服务，鼓励推行超过一定停放时间累进式加价的阶梯式收费。要合理制定停车服务收费计时办法，逐步缩小计费单位时长，加快推行电子缴费技术，鼓励对短时停车实行收费优惠。
意见明确要创新政府与社会资本合作建设停车设施服务收费管理方式。要建立政府与社会资本共享收益、共担风险的收费标准调整与财政投入协调机制，依据相关法律法规规定和成本、供求变动等因素，及时调整收费标准。对具有自然垄断经营和公益性特征的停车设施服务收费，需要实行政府定价管理的，要纳入地方定价目录，明确管理权限，规范定价办法和程序，有效约束政府定价行为。
