新华网太原１２月２１日专电（记者王井怀）日前，山西省经信委就做好２０１６年度省内电煤衔接工作下发通知，明确提出鼓励发电企业与合法合规生产的煤炭企业签订量价齐全的３至５年中长期电煤合作协议。
据悉，山西省要求全省发电企业与煤炭企业要按照自主协商、公平交易的原则，充分发挥中国（太原）煤炭交易中心第三方煤炭交易平台作用，依法签订省内电煤交易合同。同时，鼓励发电企业与合法合规生产的煤炭企业签订量价齐全的３至５年中长期电煤合作协议，积极推动省内电煤销售，促进煤电协调发展。
通知指出，中国（太原）煤炭交易中心要积极应对煤炭市场的新形势、新常态，不以赢利为目的，不断创新交易模式，完善交易功能，提升交易服务，帮助煤电企业降低交易成本，提高交易效率，形成统一开放、竞争有序的电煤交易市场环境。同时，交易中心要组织好省内电煤交易合同的签订、统计汇总和日常运行的服务工作，建立电煤供需信息大数据库，并报相关部门。
