根据《国务院办公厅关于印发〈南水北调工程基金筹集和使用管理办法〉的通知》（国办发[2004]86号）有关规定，为做好南水北调工程基金筹集工作，现就南水北调工程受水区的北京、天津、河北、河南、山东和江苏6省（直辖市，以下简称6省市）对中央直属电厂用水征收水资源费的具体办法等有关问题通知如下：
一、6省市恢复对辖区内中央直属电厂征收水资源费，并按《南水北调工程基金筹集和使用管理办法》有关规定筹集南水北调工程基金。
二、对中央直属电厂与地方所属电厂用水执行统一的水资源费征收政策。
三、对中央直属电厂征收水资源费的标准，由6省市价格主管部门会同财政部门统一制定，报省级人民政府批准后执行，并报国家发展改革委、财政部备案。
四、本通知自2005年1月1日起执行。
