Circular on 2018 wind power investment monitoring and early warning results

To the Development and Reform Commission, Commission of Economy and Informatization (Office of Industry and Information Technology), Energy Bureaus, and local branches of the National Energy Administration of all provinces (autonomous regions, directly-controlled municipalities) and the Xinjiang Production and Construction Corps, the State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Company, China Huaneng Group Corporation, China Datang Corporation, China Huadian Corporation, National Energy Investment Corporation, State Power Investment Corporation, China Resources Group Corporation, China Three Gorges Corporation, National Development and Investment Corporation, China National Nuclear Corporation, China Guangdong Nuclear Power Group, Power Planning and Design Institute, Hydropower Planning and Design Institute, China Wind Energy Association, and the National Renewable Energy Center :

In order to guide the rational investment of wind power enterprises, to urge all administrative areas to improve the investment environment for wind power development and construction, to promote the sustainable and healthy development of wind power industry, the wind power development and investment monitoring and early warning results for different provinces (autonomous regions, directly-controlled municipalities) are hereby announced, with matters related to implementation of the wind power investment monitoring and early warning mechanism as follows:

1. On the basis of monitoring of wind power development, construction and operation in all provinces (autonomous regions, directly-controlled municipalities) in 2017, the early warning information for investment in wind power development in 2018 is as follows:there is a red warning for Gansu, Xinjiang (including XPCC), and Jilin。Inner Mongolia, and Heilongjiang are orange warning areas. The cities of Xinzhou, Shuozhou, and Datong in northern Shanxi, Yulin City in northern Shaanxi, and Zhangjiakou and Chengde in Hebei Province shall be managed in accordance with an orange warning。Other provinces (autonomous regions, directly-controlled municipalities) and administrative areas are green early warning areas。

2. Areas with a red warning shall suspend wind power development and construction, and concentrate on taking effective measures to resolve the issue of absorbing the existing volume of wind power generation。Construction of wind power projects that have been approved shall be postponed; for wind power projects that have been included in planning but have not yet received approval under the annual implementation measures, approval shall be suspended; power grid companies shall stop accepting grid connection applications from projects that have been postponed or for which approval has been suspended。Grid parity power pricing demonstration projects, and wind power projects that have finished approval procedures and have been included in the annual implementation measures and for which main construction processes of the collector & step-up transformer substation have finished prior to the end of 2017, may be connected to the grid and put into operation, after the power grid company has fulfilled conditions for absorption [of the power generated]。[Wind power] projects supported by UHV inter-provincial or inter-regional transmission lines or located in clean energy absorption demonstration zone, as organized by the State Council's department of energy, are specifically regulated by the State Council's department of energy。
In red warning areas, transmission lines already in operation or under construction shall prioritize absorbing [electricity generated by] the existing stock of wind power projects。Under the premise that power grid companies in receiving areas can guarantee the absorption [of the wind power generated], orderly construct the Xinjiang Jindong and Jiuquan Phase II wind power base projects。

3. Areas with an orange warning shall not construct any additional projects, except for those wind power projects in line with planning and included in the annual implementation measures, or are demonstration projects organized by the NEA or projects from market-based tenders. Projects that have previously been included in the annual implementation measures can continue to be approved and construction。In areas with an orange warning, energy authorities at the provincial level shall, together with the grid companies, ensure that the absorption of electricity from wind power projects within their respective administrative area is significantly improved. They shall develop a special work program for the absorption of renewable energy in their administrative area before the end of March, and may only continue approval and construction after these measures have been reported and approved by the NEA。

4. Areas with a green early warning result shall, in accordance with the relevant requirements, unilaterally organize construction of wind power projects, but must control the pace of construction of wind power projects, orderly promote [wind power development] under the premise of implementing markets for absorption [of the wind power generated] and other conditions, and avoid curtailment from appearing。

The energy management departments of all provinces (autonomous regions, directly-controlled municipalities) are requested to strengthen implementation, and further to timely report to the NEA on the implementation of the early warning mechanism。
