Circular on 2019 wind power investment monitoring and early warning results

 

To the Development and Reform Commission, Commission of Economy and Informatization (Office of Industry and Information Technology), Energy Bureaus, and local branches of the National Energy Administration of all provinces (autonomous regions, directly-controlled municipalities) and the Xinjiang Production and Construction Corps, the State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Company, China Huaneng Group Corporation, China Datang Corporation, China Huadian Corporation, National Energy Investment Corporation, State Power Investment Corporation, China Resources Group Corporation, China Three Gorges Corporation, National Development and Investment Corporation, China National Nuclear Corporation, China Guangdong Nuclear Power Group, Power Planning and Design Institute, Hydropower Planning and Design Institute, the Expert Commission on Wind Energy of the National Renewable Energy Association, and the National Renewable Energy Center:

In order to guide the rational investment of wind power enterprises, to urge all administrative areas to improve the investment environment for wind power development and construction, to promote the sustainable and healthy development of wind power industry, the wind power development and investment monitoring and early warning results for different provinces (autonomous regions, directly-controlled municipalities) are hereby announced, with matters related to implementation of the wind power investment monitoring and early warning mechanism as follows:

1. Early warning results by administrative area。On the basis of monitoring of 2018 operational status of grid-connected wind power grid-connected operation status in all provinces (autonomous regions, municipalities), and the forecast of conditions for wind power consumption in 2019, the early warning results for 2019 wind power development and investment are as follows: a red warning is in effect for Xinjiang (including XPCC) and Gansu。an orange alert is in effect for Inner Mongolia, and furthermore Xinzhou, Shuozhou and Datong in Northern Shanxi, Yulin in Northern Shaanxi, and Zhangjiakou and Chengde in Northern Hebei will also be managed as orange alert areas。For other provinces (autonomous regions, municipalities) a green warning is in effect。

2. Development and construction of wind power is to be ceased in red warning areas。Construction of wind power projects that have been approved shall be postponed; for wind power projects that have been included in planning but have not yet received approval under the annual implementation measures, approval shall be suspended; power grid companies shall stop accepting grid connection applications from projects that have been postponed or for which approval has been suspended。There will be a temporary halt on new projects with grid-parity Feed-in tariffs & local consumption as well as on low Feed-in tariff projects。In red warning areas, transmission lines already in operation or under construction shall prioritize absorbing [electricity generated by] the existing stock of wind power projects。The Xinjiang Jiudong and Gansu Jiuquan Phase II wind power base projects should be constructed in an orderly manner, and on the premise that power grid enterprises in the receiving area can guarantee the absorption [of the wind power generated]。

3. New wind power projects shall be temporarily suspended in orange warning areas。No new projects shall be constructed in 2019, with exception for projects in line with planning and included in annual implementation plan of the previous year, distributed wind power projects, or utilize inter-provincial or inter-regional export transmission lines。The provincial-level energy authorities in areas subject to an orange warning shall formulate a special work plan for the consumption of renewable electricity by the end of March, and send a copy of the report to the NEA for approval of projects included in annual implementation plan of the previous year。

4. Construction may continue in orderly construction and according to plan in areas with a green warning。All relevant administrative areas should adhere to the "Guiding opinions on the implementation of the “13th FYP” for renewable energy development" (NEA [2017] No. 31) as well as the NEA's requirements for the competitive allocation of wind power projects in 2019 (documents to be published separately), adhere to basic requirements for grid access and consumption markets, and standardize competition for the development of new wind power projects requiring subsidies。In the two provinces of Jilin and Heilongjiang, where the warning level has been reduced from red or orange to green, the provincial energy authority shall, under the technical support of the power grid enterprise, study and demonstrate the ability of the regional power grid to absorb new additions of grid-connected wind power, and limit the new additions of grid-connected wind power in accordance with the ability of the grid to absorb this electricity as the measured by the grid enterprise, with comprehensive consideration of the stock of projects already approved, new grid-parity wind power projects and new wind power projects requiring subsidies. They shall propose an implementation plan for 2019 wind power construction, and organize and start construction after this has been discussed with the National Energy Administration。The energy management departments of all provinces (autonomous regions, municipalities) shall implement the relevant requirements and report to the NEA in a timely manner。
