各省(自治区、直辖市)和新疆生产建设兵团能源局,有关省(直辖市)发展改革委,各派出机构,国家电网有限公司、南方电网公司、内蒙古电力公司,电规总院、水电总院,各有关企业,各有关行业协会(学会、商会):

为引导风电、光伏发电企业理性投资,推动建设运营环境不断优化,促进产业持续健康发展,现将各省(区、市)2020年度风电投资监测预警结果和2019年度光伏发电市场环境监测评价结果予以公布,并就有关事项通知如下:

1. Wind power investment monitoring and early warning and PV Market environmental monitor and evaluation results

The 2020 Wind power investment monitoring and early warning results are as follows:Xinjiang (including the XPCC), Gansu and Mengxi are areas with an orange warning result;Xinzhou, Shuozhou, and Datong city in Shanxi; Zhangjiakou and Chengde city in Hebei; and Chifeng city in Inner Mongolia will be handled in accordance with an orange warning result;Hedong in Gansu will be handled in accordance with a green warning result;Other provinces (autonomous regions, municipalities) and other administrative areas have a green warning result, see details in Annex 1。

The 2019 PV Market environmental monitor and evaluation results are as follows:Tibet has a red evaluation result;Tianjin, Hebei, Sichuan, Yunnan, Qinghai, Ningxia, Xinjiang, Class II resource areas in Shaanxi, and Class I resource areas in Gansu, have an orange evaluation result;Other areas have received a green evaluation result, see details in Annex 2。

2. Strictly implementing requirements from the wind power investment monitoring and early warning mechanism

(i) Orange areas shall temporarily suspend new wind power projects。With the exception of projects that are in line with planning and were included in the implementation plan of the the previous year, or projects that produce for export via inter-provincial or inter-regional transmission channels, or projects with grid-parity prices and local consumption of the electricity produced, no additional projects may start construction in 2020。The relevant provincial-level energy authorities shall formulate special measures for the local consumption of renewable electricity in the administrative area prior to mid-April, and may only carry out approval for those projects that were included in the implementation plan of the the previous year after a copy of this plan has been submitted to the NEA。Projects in wind power bases that rely on export via inter-provincial or inter-regional transmission channels, shall be developed in an orderly fashion, considering the power transmission capacity of the transmission lines, and only after the power grid enterprises in the receiving area have confirmed the guaranteed consumption of the exported wind power. For such projects, grid-connection and operational start may be arranged in a reasonable tempo。

(ii) Green areas shall arrange construction in an orderly manner。All relevant administrative areas shall regulate the construction of projects in accordance with the requirements of the “Circular of the NEA on matters related to construction of wind and PV power generation projects in 2020” (NEA New Energy [2020] No. 17) 。For those administrative areas that saw a previous red or orange warning turn to green for this year, i.e., Hedong in Gansu, Eastern Inner Mongolia, Yulin in Northern Shaanxi, these shall strictly adhere to the remaining room for generation capacity additions as announced by provincial-level energy authorities and additional potential for local consumption of the renewable energy as announced by grid companies. They shall prioritize the construction of grid-parity projects, orderly organize the competitive allocation of projects requiring state-level financial subsidies, arrange project construction and grid connection in a reasonable tempo, and avoid new curtailment issues from arising。

3. Give full play to the guiding role of the PV market environment monitor and evaluation

Provincial-level energy authorities shall actively communicate with local provincial grid enterprises, calculate and verify grid connection and consumption conditions of newly installed PV generation capacity in the provincial-level administrative area, and orderly organize project construction。In areas where the monitoring and evaluation results are red, with the exception of gird-parity demonstration projects or projects that produce for export via inter-provincial or inter-regional transmission channels and which have already been arranged to be constructed, in principle, no new projects will be planned。In areas where the monitoring and evaluation results are orange, construction of new projects shall be limited to reasonable levels, under the premise effective measures are enacted to ensure improvement of the market environment。In areas where the monitoring and evaluation results are green, project construction can be promoted in an orderly manner, on the basis that conditions allow for local consumption in the grid where the projects are connected。As for additional PV power generation projects in Tibet, the autonomous region shall govern these independently, but in accordance with the potential for local consumption of power capacity and generation from all sources, and the PV monitoring and early warning mechanism。
